Donna M. Richter, Chief Executive Officer of the Southern Illinois Builders Association (SIBA), has worked for the Association serving the construction industry for 37 years. Richter also serves as Administrator for the Southern Illinois Construction Advancement Program (SICAP), a not-for-profit industry fund powered by employer contributions.
SIBA is a trade association for commercial contractors serving the southern 39 counties in Illinois. Established in 1945, SIBA represents approximately 500 construction companies and is the largest regional contractor association in Illinois. Through its physical and online planroom, SIBA tracks approximately 1,500 projects per year in Southern Illinois, Central Illinois and the St. Louis Metropolian area.
Richter oversees 11 SIBA committees and is affiliated with the following: Leadership Council of Southwestern Illinois Executive Committee and Board of Directors; Leadership Council Committees-Military Affairs, Education, Economic Development, Public Policy, Labor-Management and Airmen and Family Readiness; Trustee on the Cement Masons Local 90 Health, Welfare and Pension Fund; SIUE, John A. Logan, Kaskaskia College and SWIC Construction Department Advisory Committees; EBOLT Trustee; SIUE Construction Leadership Institute Advisory Committee; Highway Construction Careers Training Advisory Program; Southern and Central Illinois LECET; AGC of America Midwest Chapter Managers; Regional Union Construction Center Board of Directors; Central Illinois Construction Trades Substance Abuse Testing Committee; International Builders’ Exchange; MidAmerica Workforce Investment Board; Southwestern Illinois Council of Mayors; Southern Illinois Council of Mayors; Capital Development Board Advisory Committee; St. Louis Regional Chamber Leadership Roundtable; and AGC Executive Leadership Council.
Donna resides in Freeburg with her husband, Richard; and son, Clayton.
